I don't know if you saw the the blog from Environmental Economics about the tax on cigarettes in North Carolina, but I was pretty amazed. It was introduced in 2005, and has already lowered cigarette sales by 18.5 %, as well as generating over 157 million dollars in revenue. This is just on cigarettes in one state, so imagine what would happen if it was on gas all across the country. It would generate billions of dollars in revenue that could be used to develope other technologies, and maybe improve the efficiency of E85; and don't forget the obvious reason- it would preclude people from buying as much gas, thus lowering amount of carbon emitted. This tax might also "curb" the buying of Saudi oil, which seems to be a salient issue in our country today.
